THE PAINTING PROJECT WILL BEGIN AUGUST 12, 2024. This notice will be mailed to nonresident
owners, posted and emailed from Property Keepers portal, and posted and emailed from our
community website Lakewood-POA.com .
The chosen contractor is Southern Improvement.561 634 5761
We will also have a separate temporary hotline phone number ONLY for painting issues, which will be manned
by a board member or an appointed painting committee resident: Richard Zucchini, Louise Glazer, Bob
Agramonte.

Southern Improvement will post notices when your cluster will be serviced.
The Villas will be pressure cleaned and painted, however the owner/resident must ensure access to all outside
surfaces to the villa. Fence gates unlocked, and gate door left open, landscaping removed away from unit (18"-
24" clearance MINIMUM), furniture, clutter removed.
EXCLUSIONS to paint service:
1) painting of window frames, painting of light fixtures, painting of sliding doors, painting of shutters, painting
of screen doors, painting of screen enclosures, painting of floors, painting of all interior patio walls within
screen enclosures, Stucco repairs, (window, door, sliding door, garage enclosure; frames), exterior wood and
fascia repairs, if you have any fixtures, hoses, hose reels, planters, etc. attached to the house, please detach them
and move them away from the painting surfaces. Wires, conduit, piping, permanently attached will be painted,
unless you wrap them after pressure cleaning and before painting..
Any of the above items can be contracted separately by owner/resident with Southern Improvement OR
the contractor of your choice. Lakewood on the Green bears no responsibility for that separate work.
/FOLLOWING ARE OWNER RESIDENT RESPONSIBILITIES:
1) It is an opportunity to clean your roof now, rather than after painting. Southern Improvement can do this or
you can arrange your own service.
2) cut back shrubs and trees to permit access and equipment
3) provide electrical and water service from each unit for Southern Improvement equipment (i.e. pressure
washer, painting equipment)
4) ****move all vehicles, toys, furniture, etc. away from unit to prevent possible cleaning or paint splattering.
ANY ITEMS NOT REMOVED ARE NOT THE RESPONSIBILITY OF SOUTHERN IMPROVEMENT OR
LAKEWOOD PROPERTY ASSOCIATION.
5) remove and replace all (windows, garage, etc.)screens as necessary. Owner/resident is responsible for
leaving or removing window screens during the painting process.
Owners/residents who delay or obstruct the painting work, may be subject to additional assessments for
reworking, or providing labor for the above services.
All units will/must be painted the same color, column, window wood trim (white), fascia (white), front
and rear doors (white), garage doors (white)

  • Aggressive Breed Dog pets:

In Followup to our last letter of August 29,2023 which is posted on our website , I want to thank those residents who are cooperating. For those who have not contacted   us.

Please be aware that we will follow-up with our attorneys . Again we do this to protect     the community and respond to the limitations our master insurance policy has placed on   us.

 

  • Unapproved adult occupant

Please contact our property manager to follow up on this. It is important that all unapproved   adult  occupants  submit  an application.

Unapproved adult occupants will not be given community parking permits , and as a result will be subject to violations and/or towing, during routine parking checks.

 

  • Breezeline cable(Fiber) TV and Internet

 

As previously announced Breezeline is now well underway of installing the new fiber optic network.

We understand there will be interruption of cable services. Comcast lines are not buried deep below ground , AND they are not marked, so when Breezeline calls in for utility marking, they are not identified. There WILL be interruptions likely through end of October.

If you have an interruption of cable service, please call xfinity. Meanwhile , Breezeline has also been running temporary coaxial drop lines if the break is identified   immediately.

Regardless of whether Breezeline or Xfinity come out and install a new drop line, be aware that there will be above ground coaxial cables, in the rear yards. Even Xfinity will use temporary above ground drops , until they can send out their secondary team to bury the lines. So during this time be careful of the exposed coaxial cables.

For all those residents that have a back fence, Breezeline will not be able to enter a locked fence, so they will run buried plastic conduit to your fence lines. If you want to


leave your fence unlocked with a note on the gate to allow Breezeline to enter , please do so. Your cooperation will help Breezline complete the process sooner

  • Aggressive Breed Dog pets:

Our community insurance has an animal exclusion and as a result, we continue our long-held policy to have pet dog breed/mixes restrictions.

The following breeds are restricted: Rottweiler, Doberman, Chow, Pitbull, Staffordshire Terrier, Boerbel, Cane Corso, Dogo Argentino, Shar Pei, Presa Canario, Bull Mastiff, Akita, Wolf hybrid, Rhodesian Ridgeback, Tosa   Inu,

OR predominant mixes of these breeds.

Any unit, that has such a pet is subject to a letter from our attorneys at the owner's expense to remove the  pet.

Any unit that has a service or emotional support animal of any of these breeds/mixes must have the appropriate paperwork submitted and approved by the  association.

In addition, the unit owner must provide the association insurance coverage indemnifying the association as a named payee of the subject animal / owner/tenant.

Recently, there have been complaints of residents with approved pets attacked by aggressive  breed dogs.

We do this to protect our community.There have been situations at other communities that have experienced  attacks.

  • Unapproved adult occupant

Any unit that has an unapproved adult occupant that has occupied the unit for an aggregate of 30 days or more, must submit that adult occupant for approval with the appropriate background check. All adult occupants must be approved with a background check.

Recently, we had to deny residence to a potential occupant with a serious background issue. Any unit that does not respond/apply will be handed over for the association attorney to write a demand letter at owner's expense

We do this to protect our  community.

  • Breezeline cable(Fiber) TV and Internet

As previously announced, we will replace Comcast on or before January 1, 2024, with a new lineup of channels, including basic channels, premium channels, HBO, and Showtime, as well as high-speed internet included, all on a fiber optic network.

You will begin seeing work around the community to install the fiber optic network and junction boxes. Work will begin very  soon.

Breezeline will hold a number of community townhouse events in the clubhouse to   explain the system, the equipment, and the installation. As part of the install Breezeline  will explain the system in each villa  unit.

The specific dates will be announced as we get closer to startup. this is s draft schedule of events:

Asphalt paving company

Attn Lakewood Owner/Residents

It is likely we will have an asphalt paving company to do some small repairs in our community. We are Not sure about the timing as yet.

This is a professional paving crew, not a guy with a truck, they can do asphalt repairs and/or new seal coatings.

PRESIDENTS LETTER

Dear Lakewood Villa residents: Please find the status of your boards activities:

1) Basic channels and internet: Please be aware that our contract with Comcast expires January 2024; this contract provides basic cable channels, plus HBO, and equipment for 2 TV dvrs, on an old technology coaxial network throughout our community. As a result, we have retained a consultant to assist us with this issue. We have reviewed/interviewed and had discussions with 5 of the leading providers Comcast, ATT, Hotwire, Breezeline, and
Direct TV. Our current Comcast cost per unit is approx. $65 per unit. Which we pay from your dues collected. We have investigated replacing that service. We have narrowed down the offers, selected the best based on price, the reputation of service, size, and technology, and have selected Breezeline (formerly known as Atlantic Broadband) and owned by Cogico the 2nd largest Canadian provider. In summary, their offer is: A newly installed Fiber optic network that is their own (not leased) throughout our community. 250 channels (attached), including our own camera channel currently 93, local government channel currently 78,
and HBO, and Showtime. It will also include their upgraded premium channel package. Includes Internet level 2 tier (at 600 Mbps speeds which will increase automatically each time Breezeline does a tier speed upgrade) Includes setup and installation with their Invisalign fiber cable, wireless tv boxes, 2 wifi amplifier pods with 3000 sq. ft. of coverage, modem, 2 voice-controlled remotes, And a tablet/phone app enabling remote access to stream channels on your smart device when traveling. Expanded cloud recording capacity of 150 hours, far exceeding Comcast's. Breezeline will hold at least 3 community question and answer sessions, also we will have in each unit installed by Breezeline with the owner to best place devices, make sure equipment is installed properly, and answer each owner's questions.

Will reimburse our community $275.00/unit as a door fee (~ $70,000) back to our budget, which can/will be decided upon by the board to help fund improvements.

Remember, we will have some large expenses coming:
1) repainting villas,
2) new pool heaters,
3) new pool furniture, etc.
Your board will be making those decisions, and as always very cost conscious.

The cost will be written in the contract any increases will be limited to a 4% increase cap. The cost per unit will be approx. $72.00, which is only a $7/month increase from our Comcast contract. Also, the Comcast contract had a 5% increase cap; however, they cleverly excluded broadcast channels so they have increased our service at a much higher rate for those.
Given, the growing importance of internet use (approx. 80% of our owners currently subscribe to Comcast Internet for between $55 and $200 / month, and this cost can be eliminated!). Voice-activated commands, security devices, streaming tv/movie/entertainment content, smart appliances, etc. will all be making expanded use of Internet service. This is, as much an issue of safety as it is for entertainment and communication. We will review their contract offer soon.

I know there will be many questions, so please have patience AND civility, because we all become fearful during changes.

Question; I have more TVs how much are additional TV boxes?
Ans;($4 / for additional boxes however smart tvs, firesticks, etc. will be enabled to use the Breeze line app and eliminate the need for additional boxes.

Question; I have a Comcast email account will I lose my email account?
Ans: You should still be able to access your email account through your browser.

Question; what if I want expanded channels?
Ans: we have already contracted and included expanded premium channel coverages for you however like Comcast you can separately purchase additional channels similar or less than Comcast pricing.

Question: do I need to pay for my own modem or router?
Ans that is included in Breezelines agreement with us

2) SIDEWALKS/SWALES: I recently told the city that our sidewalks are lifting as a result of mature swale tree roots. They immediately sent out a grinding machine and ground down small lip rises. The larger ones are being removed, roots ground down, and repoured concrete to replace. That solves the immediate problem; however, the city cited an ordinance which says that swale tree maintenance is the responsibility of the property owner. I don't agree with this, so I will have more discussions with them:
Margate Ordinances Section 40.10. - Maintenance of swales.
(a)Maintenance responsibility. It shall be the responsibility of the adjacent property owner to maintain the swale area to the following minimum standards:
(1)Free of debris; and
(2)Grass and or weeds cut no higher than six (6) inches and edged away from the sidewalk and roadway; and
(3)Shrubs shall be kept trimmed to a height not to exceed twenty-four (24) inches and provide unrestricted visibility at driveways and street intersections. Shrubs shall be trimmed to prevent encroachment into adjacent sidewalks and streets; and
(4)Overhanging branches of trees shall be pruned to provide a vertical clearance of eight (8) feet above the sidewalk and a minimum vertical clearance of fourteen (14) feet above the road; and
(5)The swale shall be kept free and clear of prohibited species, as set forth in section 23-10 of the City of Margate Code of Ordinances. (Ord. No. 1500.470, § 2, 5-17-2000; Ord. No. 1500.589, § 9, 7-3-2012)

3) CAMERA SURVEILLANCE: We will be installing a camera and license plate reader at our entrance, which will connect to our Margate Police Department. It will flag any warrants, BOLO, stolen vehicles, etc. entering our community. It will provide real-time alerts as the vehicle enters our community.

4) TENNIS COURT/PARKING: In order to evaluate requirements and costs we have requested the city to respond on what needs to be done to convert the tennis court (the Tennis court refurbishment is not a budgeted item) to an overflow parking area for trailers, boats, box truck work vehicles, etc. There is a growing need for this and the small parking lot we have has a long waiting list. Once the costs are determined we will circulate a referendum to our members to ask for their votes on what should be done. No action is planned at this time.

5) POOL AREA: We will need to replace the two water heaters, and we will discuss the costs to replace the pool furniture.

6) Street Paving: Some of you have complained about the condition of our private streets (non-sidewalk streets). Mr. Johnson tries to patch, however, we have spoken to paving experts who advise that patching will not last long and will continue to open up. We are investigating the costs to repave our private streets and would require an assessment. A ballpark estimate would be approximately $1000. Statement to Owners about Payment of Assessments

"The Board of Directors understands the economic impact caused by this pandemic. Please understand if everyone stops making payments the economic impact continues. The association assessments pay for liability and property insurance and we cannot go without especially with hurricane season around the corner. Association assessments also pay for the maintenance of our clubhouse and facilities, as well as landscaping, security, and utilities.

If any community association needs additional funding it is done by a special assessment or a loan which increases the financial burden on everyone. This will not be necessary if everyone continues to pay assessments. As of today, the association maintenance fees remain the same; however, the board may review the collection policy and budget in the future."

  • Per City Code, DO NOT place your bulk/yard waste items out more than three days before your scheduled collection day.
  • Yard waste must be placed in clear plastic bags, or loose at the curb. Personal containers will no longer be allowed for collection.

 

What is considered bulk?

Bulk waste consists of large household items that cannot be placed in a garbage cart because of its size, shape, or weight. This includes, but is not limited to:

  • Carpet
  • Electronic equipment
  • Fixtures (sinks, toilets, etc.)
  • Freon: must be removed from refrigerators, freezers, and air conditioning units by a certified technician and labeled as such by the technician prior to placing at the curb.
  • Furniture
  • Mattresses
  • Lumber (plywood, boards, scraps, etc.)
  • White goods (e.g. refrigerators, freezers, etc.)

 

What is considered yard waste?

Yard waste consists of, but is not limited to:

  • Grass clippings
  • Leaves
  • Palm Fronds
  • Shrub and tree trimmings
  • Tree branches

Small yard waste (e.g. grass clippings, leaves, and shrub and tree trimmings) must be placed in clear plastic garbage bags.

Large yard waste (e.g. tree limbs and palm fronds) do not need to be bagged, bundled or containerized but cannot be larger than eight (8) inches in diameter, and no longer than six (6) feet in length.

Items not accepted

  • Abandoned vehicles or vehicle parts
  • Any waste that may be dangerous or harmful to individuals handling the waste
  • Bodily waste
  • Construction materials (concrete, drywall, tile, dirt, etc.)
  • Dead animals
  • Flammables and explosives
  • Garbage
  • Glass items
  • Hazardous waste (paint, fertilizer, pesticides, batteries, etc.)
  • Liquid waste
  • Propane Tanks
  • Tires

Do not place any waste in front of the clubhouse. Cameras are monitoring and you will be charged a $250.00 disposal fee if caught on camera.
